THE HISTORY OF PHILSCA LIBRARY

The Philippine State College of Aeronautics Library traces its history along the establishment of the Basa Air Base Community College (BABCC), and on March 6, 1972 the Director of the Bureau of Public Schools approved the request to conduct extension classes at Nichols Air Base (now Jesus N. Villamor Air Base) in Pasay City.

The school in Nichols Air Base started its operation in SY 1972-1973 offering the same courses given in Basa Air Base Community College. The school then was known as Basa Air Base College Annex.

The Library started with old books, magazines and compilation of handouts donated by the faculty members, employees and some members of the Philippine Air Force.

On August 24, 1976, the then Director of Public Schools, Director Antonio G. Dumlao approved the request to change Basa Air Base Community College to Philippine Air Force College (PAFCA).

The active members of the Philippine Air Force who enrolled in he school shared in acquiring references, manuals and books on Aircraft Maintenance, Supply Management, and general education subjects.

On January 26, 1977, Presidential Decree No. 1078, entitled “Converting the Basa Air Base Community College into the Philippine Air Force College of Aeronautics, providing for a Charter for this purpose” was signed by the President of the Philippines H.E Ferdinand E. Marcos. The College, however, was still a self-supporting, non-profit organization with a governing Board of Trustees exercising all the powers of a corporation as provided in Section 13 of Act No. 1459 as amended, otherwise known as the Corporation Law.

On June 3, 1992, Republic Act No. 7605, otherwise known as “An Act Converting
Philippine Air Force College of Aeronautics into a State College to be known as the
Philippine State College of Aeronautics and for other Purposes, Amending Presidential Decree Numbered Ten Hundred and Seventy-Eight Entitled “Converting the Basa Air Base Community College into the Philippine Air Force College of Aeronautics, providing for a Charter for this Purposes” was signed by President Corazon C. Aquino.

In 1995 with the support of the administration, the Library gradually developed and strengthened its collections of library materials. It provided the necessary resources and references including those of foreign authors and aeronautical engineering books.

In 2006, the College Library transferred from the second floor of the Claudio Building in the old site in the Manlunas Street to a one-storey multi-purpose structure at the old campus of PhilSCA Villamor Campus along Manlunas Street Barangay 183 Villamor, Pasay City.

In 2010, the PhilSCA Library of Villamor Campus finally found a new home at the third floor of Building A, Piccio Garden, Villamor, Pasay City complete with Filipiniana, Reference, Periodicals, Circulation, Reserve and InfoTech acquiring on-line Public Access Cataloguing (OPAC).

PHILSCA LIBRARY MISSION STATEMENT

The library maintains extensive collections designed to meet the academic and research needs of both students and faculty. The PhilSCA Library is dedicated to advancing the College’s vision and mission by fostering academic excellence in aeronautical science, liberal arts, and technology. This commitment is realized through the provision of high-quality resources, responsive services, and equitable access to information.

OBJECTIVES OF THE LIBRARY

To fulfill its mandate in supporting academic excellence, the PhilSCA Library aims to:

  • Strengthen Instructional Support
    Enhance the College’s instructional programs by providing relevant and high -quality learning resources.
  • Collaborate with Faculty
    Actively assist and partner with faculty members in the development and delivery of instructional and research initiatives.
  • Ensure Optimal Facilities and Equipment
    Maintain and improve physical infrastructure and technological tools to maximize the effective use of library resources.
  • Promote Cultural Awareness and Value Formation
    Offer opportunities for students to explore diverse cultures and traditions, fostering personal growth and ethical development.
  • Organize Accessible Collections
    Develop and maintain a well-curated, systematically organized library collection to ensure ease of access and usability for all patrons.

LOCATION OF THE LIBRARY

The library is located at the third floor, Building A of the Philippine State College of Aeronautics. It can accommodate one hundred seventy-six (176) users at a time including in the Computer Area.

SECTIONS OF THE LIBRARY

Information and Control Desk

The Information and Control Desk is located at the entrance of the library. The staffs on duty are responsible in checking the requirements upon entering the library. Furthermore, answers also queries about the library services.
