GENDER AND DEVELOPMENT (GAD)


The GAD Committee is conceptualized as the response of the college commitment to the government’s mandate in mainstreaming gender and development in the national agenda. The global efforts for the advancement of women’s cause calling all sectors of society and mobilizing resources for the advancement of women has been enshrined in the Philippine government’s commitment being a signatory in international conventions, particularly the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 1979, and the UN Forward-Looking Strategies for the Advancement of Women (FLSAW), in 1985. These are further affirmed by the government’s commitment to implement the Beijing Platform for Action (BPA) on Women, which was approved during the Fourth World Conference on Women in Beijing, China (FWCW) in 1995.

For its legal mandate, the following documents explicitly stipulate mainstreaming gender dimensions in the development process. Article II, Sec 14 of the 1987 Constitution states that “the state recognizes the role of women in nation-building and shall ensure the fundamental equality before the law of men and women,” Executive Order 348, series of 1989, approving and adopting the Philippine Development Plan for Women (PDPW) for 1989-1992, a companion volume of the Medium Term Philippine Development Plan (MTPDP) 1989-1992; RA 7192, otherwise known as Women in Development and Nation-Building Act and its Implementing Rules and regulations (IRR) which specifically, mandated the formulation of the Philippine Development Plan for Gender-responsive Development (PPGD) 1995-2025; and Executive Order 273 approving and adopting the PPGD signed on September 8, 1995.

The Philippine State College of Aeronautics believes that to realize its commitment to the government’s call for the promotion of gender equality and that both women and men may contribute to development and benefit from its  fruit equally, the establishment of a GAD Committee under Extension Office is imperative. The institutionalization of all projects and activities will lend legitimacy to address gender concerns in development planning. A gender-responsive state college will not only recognize the role of gender and development but will further commit its integration in all aspects of nation-building.

The GAD Committee is unit which acts as the organizational umbrella for the mainstreaming of gender and development in the plans, programs and activities of the College.

It will serves as the link between government, SUCs, PHEIs and non-government organizations (NGOs) in the gender and development concerns.

To create a highly gender sensitive environment imbued with commitment, excellence, responsibility, and integrity through gender advocacy with high level of instruction, research and extension. ?

Philosophy

PhilSCA believes that academic institutions are catalyst of change: economically, morally, spiritually and physically to transform and develop the entire community in which it exists. This mandate includes all man regardless of their gender preferences.

Objectives

Initiate and conduct gender mainstreaming in the entire academe. Provide avenues for faculty, administrative personnel and students to become gender sensitive individual. Extend technical assistance and expertise in all agencies specifically in the aviation industry.
